1. Request permission from Bishop to begin project. The request should include detail regarding the size, scope and need justification of the project. 
  2. Bishop confers with the Chairman of the Building and Renovation Commission and the Chief Financial Officer. 
  3. If Bishop grants permission, letter will be written to the priest making request, advising him to make contact with the Diocesan Finance Office. At that time the Chairman will assign a Project Representative to assist and advise the priest through the process. 
  4. If sufficient data exist, the Diocesan Finance Office will issue a letter sanctioning the feasibility of the project. Otherwise, the letter will be issued in the context of Item #5. 
  5. Project Representative advises pastor concerning the necessary documents and building process as follows: 
      A. Mission Statement 

      B. Parish Profile 

      C. A Liturgical Consultant may be advisable. 

      D. Verbal concept - An architect or draftsman may be engaged for limited amount of money (conceptual sketch). Note: Any contract in excess of $7,000 must be signed by the Bishop. (If there is to be fund raising and a professional fund raiser is engaged, the firm should be cleared by the Diocesan Finance Office. Fund raising should begin at this time) 

      E. Letter of sanction from Finance Office.

      G. First appearance before Building Commission for permission to engage an architect to execute schematics (preliminary drawings) or full architectural drawings 
      (scope to be determined by Commission). 

      H. Second appearance before Building Commission (or committee of Commission) to seek approval of schematics (preliminary drawings). 

      I. Third appearance before Building Commission with final architectural renderings, requesting permission to complete construction documents. 

      J. Project put out for bids; construction company selected. 

      K. Final review with Diocesan Finance Office to clarify affordability. 

If the Commission's recommendation at the first appearance is for full architectural 
drawings, the second appearance before the Commission is eliminated.
